Preferring to believe th e Chinaman, the policeman suddenly turned and arrested Mr. Stiter) who was imprisoned in a window,less ceil, being rationed on black bread and soup, after a njock trial on the charge of having deprived the Chinaman of liberty by a painful method of endangering bis life and health.

Only the most urgent diplomatic intervention secured Mr. Suter’s release.
