Tom Mann, who presided at the second annual conference of the National Minority movement at Battersea, advocated ,an immediate big campaign of propaganda. in the Army, Navy and Air Force to meet the capitalist offensive. The report of the Transport [Workers’ minority movement admitted that their organisation among the seamen was at the lowest owing, to Mr Havelock Wilson’s dictatorship.
