In reference to misapprehensions which are apparently existing as regard is the British proiiosal for a settlement of .Lite French war debt, it is learned that there has always been an understanding that tlie French Governmet should be granted a partial moratorium, and that it should not be compelled to pay tbe whole of the £13,500,000 'annuity, 'starting in 1925, unless able to do' so. It is understood that the sum falling .short of the annuity will be xnacle up in later payment's. — Reuter.
