TO CONSIDER/LEGAL ASPECTS. BY CABLE—PRESS ASSOCIATION—COPYRIGHT. LONDON, Aug. 26. The text of the French reply to the German note of J uly 20 on the subject of the security pact has been published. It reiterates the declaration of the French note of June 16 that the security pact cannot affect the Treaty of Peace relative to the occupation of the Rhineland. France and the Allies are convinced that Germany’s entry into the League of Nations is the only solid basis for mutual guarantee and a European agreement, but Germany must enter on the same conditions as other nations. The Note says that the Allies are not qualified to discuss the conditions of Germany’s entry, which the council of "the League of Nations decided. Referring to the German reservations, arbitral conventions would be concluded between Germany and her neighbours. The reply emphasises that the primary object of the Allies is to render fresh resorts to forc e impossible. Therefore, compuLsory arbitration is a a indispensable condition of any pact. The note concluded by dwelling on the fact that the exchange of notes caused delays. The German reply to the French note was sent to Paris last night. It is understood that the note agrees that a continuance of negotiations through notes is impracticable, and therefore refrains from further discussing points already made. The Berlin correspondent of the Morning Post states that it appears that the French ambassador, when hrinding over the note on behalf of the Allies, made a statement that the Allies thought it desirable that judicial experts from Geneva and the Allies should meet, to discuss the legal and technical aspects of the ppet, and the respective Foreign Ministers should meet later, when it was hoped that a, final agreement might be reached. The German Government gives its assent to this course. A legal expert is departing immediately for London to attend the conference of experts next week.
