NOT READY FOR HOME RULE. ANOTHER TWO HUNDRED YEARS WASHINGTON, Aug. 3. The Democratic leader, Senator O. W Underwood, who has returned from the Orient, told the Mi - . Coolidge, that the Philippines will not be ready lor .self-government for another 200 years. Unscrupulous politicians run things in Manila, says Mr. Underwood, and more than 50 per cent, of the population are against t-lie independence movement, but are afraid to say so. Mr. Underwood suggests that the Philippines he developed for rubber glowing. He supports adequate expenditure to develop Pearl Harbour as a great airplane and submarine base. A visit was paid to Japan hv Mr. Cn tier wood, but he says lie observed no particular feeling regarding America, either of hostility or friendship.
