FRENCH OFFER TO BRITAIN
BELGIUM NEGOTIATES WITH U.S.A.
BY CABLE—PRESS ASPOCI PSION —COPYRIGHT LONDON. Aug. 10. The French Minister for Finance (M. Caillaux), addressing English and American pressmen, said: “I make Britain and America, a gentleman’s offer for a settlement or war debts.” He added that he would undertake to pay to the limit t>f France’s capacity, but he could not assume the responsibility of committing France to payments in excess of her capacity. M. Caillaux stated that the Moroccan war had so, far cost 200,000,060 francs. Advice s from Washington state that with an assurance from the ambassador M. Decartier), that Belgium will honour her just obligations, and with a oremise bv the Secretary of the Treasury (Mr Andrew Mellon) that Belgium will he asked to pay only within her capacity, the American and Belgian Debt Commissions have opened negotiations for refunding Belgium’s 480,000,000 dollar war debt to the United States.
