ANGLO-FRENCH NEGOTIATIONS. A SETTLEMENT NECESSARY. IY CABLE—PRESS AS«OCI »TTOV—COPYRIGHT LONDON, Aug. 5. In the House of Commons, the Hon. W. Guinness said that official negotiations in regard to the French war debt were begun on July 27. The French experts returned to Paris fo consult their Government. Air Guinness presumed that negotiations would be resumed in due course. His Majesty's Government felt convinced that the time had come when thi6 question should be brought to a con-clusion.—-Reuter.
