BRITAIN WARNS THE SOVIET. A VILE RUSSIAN FILM. LONDON, July 20. The Secretary of State for Foreign Affairs, Mr. Austen Chamberlain, has warned the Soviet Charge d’Affaires in London, M. Rakowsky, that Russia is not adhering to her agreement to cease indulging in objectionable propaganda. The Riga correspondent of the Daily Mail reports that th e Soviet lias released an anti-British, film, which was too indecent to be shown in Europe. It depicted the villainous behaviour of an English mill-manager towards a Chinese girl, and showed the employees at th e mill subsequently as happy and prosperous under a Chinese Soviet. The Moscow film censors congratulated the producers of the film and ordered its distribution throughout Russia and China. The Secretary of State for India, the Earl of Birkenhead, speaking at Dorset, said that he was authoritatively able to state that a great deal of Russian money was being spent in industrial centres of population, such as Southampton, for the purpose of supporting revolutionary movements -against the Empire. They should treat all men upholding the" doctrines of Moscow as enemies.
