ABD EL KRIM’S DECLARATION
DEFEAT INEVITABLE
FRANCO-SPANISH PLANS

(Received July 28, 10.15 a.m.) TANGIER, July 27. The Tangier correspondent of The Times states that when Abd el Krim was informed of the Franco-Spanish arrangements for the campaign against the Riffs he said: “We will fight until hop© is gone, then kill the women and children and finally ourselves.” The. correspondent adds that details of the campaign have been finally settled. The French will advance northward from Ta/.a and the Spanish westward from Melilla, junctioning in the central Riff country. Meanwhile other Spaniards will move from Alhucemas, while the French will attack Sheshuan. Abd) el realises he will eventually be beaten, as he is outnumbered ten to one and possesses no modern implements of war and no hospitals. His people are suffering terribly, but he claims that before they are beaten France and Spain will be ruined politically and will have lost honour in the world’s eyes.
COULD HAVE HOME RULE. According to Madrid advices, Abd ci can have home rule with the title of Emir, but he stands on his dignity, because he. has been informed that he must seek terms of peace. Abel el considers that he has put up such a fight that, he is entitled to negotiate terms. He declared that he had never been offered a genuine peace, and accuses the Spaniard of duplicity. He says they got £750,000 in 1859 for the evacuation, of Tetuam, but reoccupied the towu. Abd el wards that money back. Meanwhile he is protesting to the world against American airmen allegedly joining the French forces in Morocco.—Times.
