ELTHAM BOROUGH COUNCIL.

The Eltham Borough Council met on Friday night, when all. the members were present. The Mayor (Mr. I. J. Bridget-) presided. A letter was received trom Mr. 0. W. Tayler applying lor permission to subdivide a 'section in Stunners Street for building purposes. —The subdivision was approved. The machinery inspector wrote suggesting that a set of new gears be purchased for the road, roller, and. also that, the boiler tidies be replaced.— I he matter was referred to the Works Committee for attention. POWER BOARD LOANS.
The chairman of the’Taranaki Electric Power Board: waited upon the council and explained the proposal to. divert a. portion of the loan moneys from the reticulation portion of the' loan to the head works loan, for the purpose of meeting unexpected expenditure in the latter department, fie stated that in the estimates ,£IOO', (MX) was provided for head works, and they required a further £30,000 to complete the scheme. The Mayor stated that he wanted to lie' quite "satisfied that jf the money asked for was transferred it would not interfere with the. reticulation of all the districts provided for in th e original estimate, or deprive the ratepayers of any service that they were entitled to. He realised the difficulty of the position. It was necessary to complete the source of power before they could give the people service, and he was forced to support the suggestion to transfer the money from one department to the other.
Mr. Carman, jn reply, stated that no district would be sacrificed by the transfer, as they had overestimated this branch of the scheme. He said that some roads that were not included in the plan would also he. reticulated when moneys' loaned to customers came in. After several other questions were asked, and satisfactorily answered by Mr. Carman, the; council unanimously approved of the transfer.
FIRE PLUG INDICATORS
The Works Committee fn their recommendations suggested that the footpath kerbing in the two- main be painted white to indicate the position of fire plugs. The Mayor stated that he had made inquiries as to the cost of inserting white tiles in the kerbing, the expenditure required being £4 ss. Cr. Thomas said he favoured. the suggestion, but would .like to see the tiles of a larger size. On the motion of Crs. Nairn and McKay the suggestion was approved. The poundkeeper reported that 30 head of cattle, had been impounded during the month and £7 5s collected in fees. The abattoir manager stated that 258'head of stock had been slaughtered during' the month, one cow being condemned. The treasurer’s report stated that £1432 had been received.
Accounts amounting to £919 were passed for payment. The following motion, moved by Cr. Lewis and seconded by Cr. Nairn, was passed: “That the borough inspector lie under the control of the Mayor, and that he report to the Finance Committee monthly.”
COMMITTEE REPORTS
The following committee reports were adopted:
Finance Committee
Recommendations of committee: That cast iron street lamp standards be disposed of to the best advantage ; that the clerk lie instructed to take immediate proceedings for the recovery of all outstanding rates; that the council pay its quota towards the funds of the. Egmont National Park Board when the other local bodies in the park district pay their quota.
Town Hall Committee,
That the application of the Eltham School Committee for a picture benefit in aid of the school funds be granted on the usual terms; that the council accepts offer of the Union Foundries, Ltd., to hang drbp curtain in the Town Hall on wire ropes for the sum of ’£lo 5s ; the committee reports that the matter of dealing with the application of the Eltham .Volunteer Fire Brigade for a rebite of Town Hall rentalhas been held over for further consideration .
Works Committee.
That the application of the Eltharn branch of the Red Cross Society for permission to hold a< street stall l sale . on Saturday, 18th inst., was granted ; by the committee; that the request of the Eltham Eire .Board for immediate attention 4o matter of improving* intake grating at water head works and to fire plug indicators in Bridge and High streets will receive consideration as soon as opportunity permits; that a sub-committee appointed to confer wit,h representatives of the Eltham Coutity Council has made the following ’arrangement, which"’is how submitted for'council’s approval: (a) Re matter of repairs to damage caused to Mangawhero road by county metal carting— The Count-v Council agrees to pay twotbirds bf the cost- of putting the roadway : in' : order; the County Council will maintain the road to existing standard while metal carting for county road Construction continues; the roadway will not he tar-surfaced until the completion of the county’s roading scheme. The road will then be tar-sealed, the cost of same to be borne equally by the County Council and Borough Council. (1>) Re proposal metal carting from crusher to l>e installed by the County Council in Templar street—The Borough Council agrees to put Clifford road in order from county boundary to.C'ollingwood street corner; the County Council agrees to maintain Clifford road during period county metal carting continues; in consideration of the borough allowing the county metal carting to proceed by way of Collingwood street, the county agrees to make good all damage clone to Collingwobd street by suqh traffic. (c) The County Council has' agreed to loan its plant ancl r staff 'to the borough to apply a coat of bitumen to Mountain road.
Reserves and Cemetery
That a concrete path he laid dowr in the Tnumata Park from the grandstand dressing room door to ring entrance.
I The council then went into committee to consider the Works Committee's estimates for the coming season, and the following programme was approved: (1) Bitumen surfacing ' Mountain Rond. 176 J chains, at a cost of £650. (2) Tar surfacing various streets, at a cost of £l2O. (3) Cornwall Street footpath to be asphalted full width from Bridge to Burke Streets and half width from Burke Street to Mo it* Street', cost £75. (4) York Street, channel to he laid from Salvation Army Barracks to Bridge Street, and roadway to he asphalted full width, cost £25. (5) Castle Street ends to he metalled and tar-sealed to connect with Conway and Mangawhero Roads, cost £2O. (6) Clif-
ford Road to be put in order to carry heavy traffic, cost £lO. (7) North Street and Conway Read, re-laying ±4it wide for metal traffic, as per agreement with Mr Cominerer, cost £2OO. (r) Conway Road footpath forming, channelling and kerbing along school frontage, cost £SO. . The Mavor said that he was greatly disappointed that it was pot possible this year to do more footpath work, hut owing to the heavy expenditure iu connection with roads, the iootpaths would have to remain over until next year. Crs. Thomas, Nairn, Lewis and Caplet! expressed similar views.
