At the conclusion of the session interest centres in the conflict between the Senate and the Assembly. The Senate followed up its recent rejection of an important industrial Bill by insisting on an amendment affecting the franchise qualification of the Cape and Natal provinces, requiring voters to vote where they reside instead of retaining the option to vote where they were employed.

The Minister for the Interior, in moving that the Senate should concur in the Assembly message requesting the Senate not to insist- on the amendment. intimated that he would not ask the Assembly to pass the Bill without this clause. The Premier (General Hertzog) declared: “If the Senate flings down the gauntlet there is only one thing to do.” Nevertheless the Minister’s motion was rejected by 13 votes to 12.
