Received July 17, 12.5 p.m. BERLIN, July 16. The German draft reply to the French security pact note has been drawn up bv Cabinet. There is strict secrecy regarding it, but newspapers assert that the reply declares that Germany is ready to join the League of Nations on conditions, especially referring to article sixteen of th e League’s pact, namely, the right to march across Germany on th© request of the Council of the League, also the evacuation of the occupied areas, as provided by th e Versailles Treaty. —Reuter.
