In the House of Commons, replying to Labourite suggestions that Britain should convoke a conference of the Chinese Treaty Powers, including the Chinese, to discuss the whole question of the revision of extra-territorial treaties, Mr Austen Chamberlain (Foreign Secretary) made it clear that the Government is. not only unable to consider such questions until China has established a Government capable of restoring law, order and respect for the treaties, but even a tariff conference under the Washington decisions cannot be held under circumstances in which it might be exposed to anti-foreign demonstrations.
