COUNCIL OF EDUCATION.
VARIOUS RECOMMENDATIONS MADE.

At the Council, of Education to-day it was resolved that it be a recommendation to the department to promote legislation providing: (1) In proportion: to the size of the education district an increase in amount be allowed to education boards as unauthorised expenditure; (b) honorarium for chairmen of education boards. It was moved that the attention ol the department be drawn to the disorganisation often caused through teachers declining appointments attei having been selected, and that it lie asked to issue regulations to deal with the matter. Subseouently the motion was added to by the words “a successful anplicant who declines to accept same shall be regarded as .having oi - feited his right to promotion . tor a period of 12 months unless, m the opinion of the board his actions have been justified.” In this form the motion was carried. That in the ooinion of the council r 1 junior scholarship winners should be given the opportunity of attending a fullv-equipped secondary school or technical high school with boarding allowance if scholars are obliged to Ir'e awav from home, provided the parent? guarantee that the pupil will stay n 1 least three years, was the text of another resolution. , . Another motion passed was that the department should authorise a grant to post-primary school libraries o. financial assistance, partly based on the average attendance of schools, and that the committee affirms the desirability of every post-primary school lining furnished with a good reference library.
