HANDSOME GIFT TO STATE. LONDON, May 15. ‘Mr H. Wickham-Steed, proprietor and editor of the Review of Reviews, and formerly editor of The Times, says in an article in the former journal that the Prime Minister, Mr Stanley Baldwin, was identical with the “F.S.T.” who wrote to The Times in 1919 saying that he would release a fifth of his fortune, and invest it in the war loan and give the bonds to the Government to cancel. Mr Steed says he regards Mr Baldwin as an inspiring national leader. The British Chancellor of the Exchequer acknowledged receipt in November, 1919, of £150,000 contributed anonymously by a writer in The Times. The donor suggested that people should give 20 per cent of their estates to the country as a thanksoffering, “in the firm conviction that never again will they have a chance of surrendering to the country what it most urgently needs.” ,
