Discussing the situation in China, The Times in a leader declares that something must he done quickly if order is ever to emerge from the present chaos. It is simply absurd for the Powers to continue as mere passive and depressed. spectators. Merely to watch and bewail is a limping evasion of their clear duty. It is urgently necessary to eliminate the habit of civil war at the earliest moment, but this cannot be done by China alone. The Powers must co-operate. Britain has the strongest reasons for taking the initiative. At present the opportunity is ■. not merely favourable, but exigent.—Times.
