CONSTITUTIONAL REFORM. ' SOME PROPOSALS. BY CABLE -PRESS ASSOCIATION—COPYRIGHT ROME, May 6. The commission appointed to draw Up a scheme of constitutional reform recommends that the rights of the Crown be unaltered, including declaration of war and conclusion of peace. If the Government is defeated an appeal shall be made to the Senate, and at times of extreme crisis the Chamber and the Senate shall confer upon the work of the Ministry. The Chamber shall consist of 600 deputies, half elected by territorial divisions and others by technical corporations, commerce, industry and agriculture. The King shall continue to nominate the Senate.
DEFENCE FORCES. MUSSOLINI’S AMBITION. ROME, May 7. The Minister for the Navy has resigned. This is attributed to the new scheme of the Premier (Signor Mussolini) to unify the command of all the defence forces. It is rumoured that Signor Mussolini is contemplating himself taking over the combined military, naval and air Ministries.
