MR E. A. PACEY.
Being a candidate for the mayoralty, it is only fit and proper that 1 should let the burgesses of Hawera know something of my views on various matters.
Greater Hawera : Nolantown merger being now au accomplished fact, it is, of course, necessary that the ratepayers of this area should receive attention at the earliest possible moment with regard to their domestic requirements. A supply of water i.s the first consideration'. Whether they can be supplied from a continuation inf the existing mains is. a question to be considered. This of necessity would not 'be the best service for fire-fighting purposes, but might do for'purely domestic purposes until such time as the duplication of the mains is actually carried out. Drainage ip this area is also necessary as soon as possible, also , efficient roading, footpaths, and lcerbing. I am also in favour of taking in a further amount of territory into the Greater Hawera scheme. TTJae exact areas which I would include I am not at present prepared to say, but. should be guided by circumstances’ and evidence. Now’that the Nolantown ratepayers (some willingly and some against their will) have been brought in, it will lie up to the new 'council to give them every possible facility. Duplication of Mains: Although up to the present I have had quite an open mind on this matter, it is very apparent that it cannot be very long delayed. This is a most important matter, and, if I am elected, it will receive my most careful consideration. Street Lighting: At the expiration of the existing gas contract some up-' to-date system of electric street light-' ing must be provided; whether by arrangement with any existing company or by a power Iboard is a matter to lie decided by the new council, which will, no doubt, be guided by current circumstances and conditions. If elected, I shall endeavour to see that the right thing in this matter, as in bther matters, is done. Sub-division 37 : In connection with this I have no hesitation in saying that something must- be’ done for the assistance of tenants. • The council, I think, must to a- certain extent cut its losses by reducing rents to a point that tenants can reasonably, afford to pay. I am aware that this is not altogether right in principle; on the other hand it is not right that those who cannot pay should Ibe allowed to surrender their leases and walk off. No doubt it will be said that they made their bargain with their- eyes open; the same may be said of hundreds of. private, individuals. It is well known that in this district quite a number of" mortgagees and vendors accepted easier terms to - : help purchasers and mortgagors.: It- seems to me. to be inevitable that something," at least to a small extent, must occur is between the council and lessees. Reserves; These it re a very valuable asset to the borough and, if .elected, I shall endeavour, to. see. htat. the very best use i.s made of them. Sewerage: Nolantown will, no doubt, require sewerage, and must sooner or later have it —the sooner the better. Also some method or system must soon be employed (J cTo not now .refer to Nolantown) to. relieve the tax on * the existing sewers. At all events; some better method is required for the getaway of storm water, if only by increasing the pipes in places to receive storm water —should most of our principal streets be flanked on both sides with asphalt, which 1 should- like to see but" which might not yet be feasible, owing to lack of funds. In conclusion, 3 beg to - state that all these matters (if I am elected) will have my careful thought and consideration. Some of the matters outlined may apoear oremature, and of necessity they cannot all be accomplished during one term of offieel
