GREAT SACRIFICES NECESSARY

Loscheur refused the appointment to tlie Ministry of Commerce, liecause he did not want to join a Cabinet containing M. Cailnux. PARIS, April 16. M. Painleve has formed a Cabinet The new Ministry is as follows: Premier and Minister for W ar. —M Painleve. Minister for Foreign Affairs. —M Briand.
Minister for Finance. —M. Caillaux. Minister for Education. —M. Deiuozie Minister for the Interior.—-M. Sclirarneck.
Minister lor Justice. —M. Steeg. Minister for Commerce. —M. Chaumet. Minister for the Colonies. —M. Andre Hesse.
Last minute changes were necessitated in the Ministry owing to. M. Loucheur’s refusal of .the post of Minister for Commerce, which was accordingly allotted to M. Chaumet, who had originally been chosen as Minister for the Colonies.
It is rumoured that the Ministry was not formed without difficulty. It was reported that M. Briand did not favour the inclusion .of M. Caillaux.
