AI Briand has abandoned the task of "forming a Cabinet, and the President (AI. Doumergue) has asked 31. Painleve to form a Cabinet. Al. lainleve promised to give bis answer tomorrow. i . ■, AI. Briand’s decision to abandon the task of forming a Ministry was caused by the National Socialist Council unanimously declining to join a Ministry under his leadership. Ihe announcement of his decision was tnade bv Mv Brinnd at a meeting ox his party, the Republican Socialists. AI. Briand explained that the Socialists had not merely refused to join the Cabinet, but made their support dependent on conditions which he considered incompatible with his conception of the Premiership. Both Chambers will meet to-day to vote on a Bill authorising the Banque de France to issue four milliards francs worth of notes, thus regularising the hank’s position before the issue of the •next weekly balance-sheet. The National Socialist Council, which declined participation in AC Briand s Cabinet, consists of eighty delegates, whose provincialism swayed ALAC Leon, Blum, and Renaudel, who yesterday were not averse to joining the Briand Cabinet. , _ . .. . It is significant that the Socialist Council dropped the Vatican issue, concentratinor solely on the financial issue. They had .really the 'choice of two courses, namely, firstly, accepting par. ticipation in a Cabinet which would not propose a capital levy, and, secondly, forcing a dissolution, but they have momentarily avoided both by passing a resolution urging AI. Painleve to form a Ministry. . AI. Briand, explaining the Socialist refusal, said: “During my long political career I have trod on many people’s toes and they have not forgotten it.”
