SOVEREIGNTY IN DISPUTE. TO BE SETTLED BY ARBITRATION BY CABLE—PRESS ASSOCIATION-COPYRIGHT WASHINGTON, April 1. An agreement with the Netherlands has been signed under which the question of sovereignty over the island of Las Palmas will be submitted to arbitration, whose decision will be made from a memorandum submitted by each nation.
