TWO GROUPS PROPOSED. BY CABLE—PRESS ASSOCIATION-COPYRIGHT (Received March 19, 9 a.m.) PARTS, March 18. Dr. Boies, discussing with M. Herriotf. Europe’s security, outlined a scheme to constitute a United States of Europe. Dr Belies aims at forming two groups, the eastern consisting of Britain, France, Belgium, Germany, and the western of Polan, Czeclio-Slovakia, Yugoslavia, Austria, and all other central European States, allowing Italy to join either group, and inviting Spain to join the western. The signatories are to guarantee to mutually protect their frontiers and to aecept compulsory arbitration. Dr Benes is of the opinion that the Dominions would not object to such a regional understanding, which does not require the placing of military forces at the disposal of another country. He hopes the scheme will be accepted as a substitute for the protocol before the League’s September meeting. —Sydney Sun Cable.
