Mr. Matsudaira, the new' Japanese ambassador, denies the report that he has received instructions to reopen the immigration question. He said that although the United tSates considered the matter settled for ever, Ja-pan hopes the -problem will be considered again some time. ■ The ambassador stated that an agreement with Russia was found advisable owing to Japan’s peculiar economic and geograohical relations. He denied that Japan was! entering upon an intensive aircraft construction programme, and stated that misunderstanding by the Japanese people with regard to the American naval manoeuvres had been now settled by the explanations given out by the authorities.
