GENEVA PROTOCOL.

AIR. CH A JIBE RLAT N’ S ADDRESS

RIGID CABINET MANDATE. GERM AN OVERTURES. BV CABLE—PRESS ASSOCIATION —COPYRIGHT. Received March 17, 12.30 p.m. PARIS, March 16. Le Matin learns authentically «froin London that Air Chamberlain’s protocol speech was in obedience to a rigid Cabinet mandate. It further leveals serious Cabinet divergencies. When it was decided to oppose the protocol Air Chamberlain proposed a renewal of the Anglo-French entente, and Alarquis Curzon organised' the majority of the Cabinet to oppose the Entente. Air Chamberlain was within an nee of resigning, but he later agreed implacably to condemn the protocol, instead of making the kindly statement he had previously intended.

Mr Chamberlain, en route to Geneva, conversed with M. Harriot regarding the German proposals in accordance with a strict Cabinet mandate.

The Le Matin alleges that Lord D’Abernon, without-informing the Foreign Office, had previously privately warned Germany, hinting that- it was an opportune moment for subnutting German proposals. Ambassador Stalimer immediately submitted proposals to Mr Chamberlain, who', in rejecting the suggestions of secrecy, promptly inforgmed France. 'Mr Chamberlain, from Geneva, sent a message to Lord D’Abernon instructing him (o compel Germany to adhere to her original proposals, and sternly adding that Lord iD’Abernon’s retention of the ambassadorship depended upon his success. — Sydney Sun Cable. ‘•AN EXCELLENT AIAN.” HER RIOT’S VIEWS ON AIR CHAMBERLAIN.
