MOSCOW, March 5. In a speech before the Soviet Central Executive Committee, Chicherin, summing up the world situation, declared that Britain remained the most influential world power, so far as military and financial force was concerned, but a new factor was arising from the growing self-determination and aspirations of the Dominions, which did not want to be drawn into any question not concerning them. The action of the Conservative Government towards the union of Soviets would not have occurred without pressure from the Dominions, which regarded with hostility the Soviet policy of equality of nationalities and races. —Reuter.
