The conference of ambassadors received the repents of the inter-Allied military commission and of Marshal Foch’s committee, which together constitute a terrible, accusation, against Germany of deliberate breaches, of the disarmament clauses of the. Versailles Treaty. It is understood the documents preclude a. speedy evacuation of Cologne. Marshal Foch’s, report- asserts that the committee discovered arms hidden throughout- Germany, including tens of thousands of machine-guns and fieldguns. Germany’s army organisation is designed to increase its. strength twenty times on, mobilisation. It consists of four officers, oi lion-eoniniis-,-ioned officers to every private. The personnel is constantly changed, and thus many more are- trained than the 100,000 which the treaty permits.. The general staff (forbidden by the treaty) consists of 2oo' fully trained officers. It is estimated that 200,000 officers have been intensively trained during the. past two years. “Green” police are actually the highly-trained second line of the army. After considering the reports and the comments thereon, the conference decided to ask Marshal Foch’s committee (1) to establish, exactly the extent qf Germany’s failure regarding the constitution of its: headquarters staff, the transformation, of old munitions factories, the excess of effectives of the fighting forces, the excess of war materia,l, and the, militarisation of the police; (2) to indicate the measures necessary to ensure the disarmament of Germany in accordance with the stipulations of the Treaty of Versailles and the conditions upon which, the evacuation of Cologne depends. It is semi-officially stated that no action, will be taken till after the German Presidential election. PUBLICATION OF REPORT. “LONDON, March 4. The Earl of Oxford (formerly Jifr. H. H. Asquith), speaking in the House- of Lord-s. asked when, the renort- on German .disarmament would be published. He insisted that- the evidence should be published in order that the world should he able to iudge. Lord Ourzon (Leader of the House) made a noncommittal reply.
