According to the Matin, the Hon. Mr Chamberlain and M. Herriot are seeking to adjust the present difficulties by means of a pact constituting a compromise between treaties of alliance and the Geneva Protocol. It is intended that all countries bordering on Germany, and finally Germany herself. shall adhere to the proposed pact, but at present negotiations are __ restricted to France and Britain. When the pact was finally'drawn up the signatories will approach the League of Nations and say: “Any act of aggression by Germany on any point of the frontier from the North Sea to the Adriatic will be regarded as an act of aggression against us all.” Germany would bind herself to refrain from any such act of aggression. The pact will be ratified by the League, which would then seek to extend its provisions throughout Europe and eventually throughout the world. The Dominions will not be asked to intervene in the early but simply to raise no objections and to examine the solutions of problems affecting the parts of the world interesting the Dominions.
