COURTING THE PEASANTS
SOVIET’S NEW POLICY
MOSCOW, Feb. 7. On the occasion of his taking up his duties as Commissar for War in succession of Trotsky, Runse issued an ®rder of the day to the army and navy, in which Tie dwelt on the necessity for strengthening the union between the workers and the peasants. He says this end is now being sought by the transition to the militia system. In army continues to decrease in numbers and'increase in effeeiency ' The Soviet- is always striving, to establish peace, but the security of the union was recently threatened by efforts to create groups of powers hostile to the Soviet, The Red Army should increase its efficiency,in order to he ready to repel the dangers threatening the peaceful labours of the citizens of the" Soviet Union.
