The Dispute on the waterfront caused a number of carters, clravmen and motor drivers to be out of work. The Citv Council, which employs upwards of ‘3500 men, will in future endeavour to have these men reside in the city area. The Labour Caucus believes that by this means there will be a considerable augmentation of Labour voters in the residential wards of the city. A proposal will be made at an early date that a large number cf flats be- erected within the city area for workmen.
