The enactment of the Treaty of Commerce is based on freedom of travel and residence, private ownership, and the most favoured nation treatment. A clause provides against propaganda. The Soviet Government agrees to give approved Japanese coal and oil concessions. Notes have been exchanged with regard to the continuance of Japanese work in North, Sagh.alien. Questions oi debt are reserved ioi readjustment by future negotiations. Japanese troops in Northern Saghalien will be completely withdrawn, by May 15, 1925, the withdrawal commencing as soon as the climate permits. The coal and oil concessions include the authorisation of the Japanese to prospect over an. ‘area of a thousand square versts in which concession for the exploitation of 50 per cent, will he granted. The Soviet also grants the Japanese concessions for exploitation of the coalfield on the west coast of iSaghalien. the period of concessions being'~froin forty to fifty years The treaty recognises the validity ot the Portsmouth Treaty, but that does not signify that the Soviet assumes, with the Tsarist Government, the reap o msiibi litv the reo f.
