The Commissioner of Prisons, in his annual report, states that the general adoption of shaving is restoring prisoners’ self-respect. The hangdog look formerly characteristic of them is disappearing. The report pays tribute to the work of social service organisations, and asserts that it is seldom that members of boys’ or girls’ clubs, Boy Scouts, Girl Guides, or Church Lads’ Brigade become prisoners.
