M. elemental announces that, if Mr Churchill raises the question of interAllied debts at the forthcoming conference France will suggest that the total war cost be pooled and divided among participants pro rata, according to their national wealth. If the proposal is rejected she will demand that France should be credited firstly with damage done in making her soil a battle ground; secondly, with the war taxes France paid on goods purchased from the United States and Britain.
