GENEVA PROTOCOL.
SOUTH AFRICAN OPINION. BRITAIN’S UNWISE POLICY. BY CABLE—PRESS ASSOCIAMON—COPYRIGHT (Received Dec. 29, 1.50 p.m.) CAPETOWN, Dec. 28. Cape Times says: “The dif-fieiil-ties in the way of South Africa’s partieipation in the proposed Imperial Conference to considei* the Geneva protocol are insuperable. It is impossible for Hertzog to go to London for some months. The conference at the present stage appears doomed to be abortive, therefore the Union Government. should reply stating that it is unwilling t-o send a representative at this stage.” _ The paper is equally opposed to Mr Chamberlain’s suggestion of a provision tor the Security -of.. Franee. It. holds that it is utterly unsound to depart from the sound principle laid down, by Mr Gladstone, and embark upon Continental alliances’, such as the protective pact with France. “The proper course for Britain,” it states, “is to Fold herself in readiness to intervene in ;any future Complication on the merits of each particular case. This is the view of the great majority in the Dominions, and the new British Government will be well advised to realise it.”
