L’Europe Nouvelle, in a- leader, says Lord Robert Cecil lias been charged by Mr. Audben Chamberlain (Secretary for i'orekn AitairS) to undertake a trip to America, to sound opinion in the United States on two points: ■ Firstly, under what conditions would the United States agree to aid morally and financially European arrangements to guarantee peace; secondly, what ‘does America suggest may be the tribunal to establish the aggressor in case of a conflict. , The writer adds that Lord Cecil has also been asked to discover in what manner the Geneva protocol could be changed to ensure American co-opera-tion in the League of Nations’ effort at disarmament.
