This follows a threat by certain members of the''Government to force: the proposal through ’py ': swamping .the Council witli hew members. It, however, transpires that the Ministry; is divided on the subject, ana .sucli action is'-likely to cause Ministerial disruption. In view: of this , and the hot : distant election the indi-cations-are that, the Government will take a safer course of eschewing heroics.
