SPREADING OVER THE WORLD. BOLSHEVIK PROPAGANDA. GAINS LEVEL OF A FINE ART. BY CABLE—PRESS ASSOCIATION—COPYRIGHT. (Received Dee. 18, 11.10 a.m.) LONDON, Dec. 17. The Times’ Paris correspondent says that Communist propaganda has been raised to the level of an art, wherein the Germans have found their masters. This statement occurs in a report on the Budget provisions for a Erench Embassy in Moscow which has just been presented by the Finance Committee of tlie French Parliament. While approving of recognition of the Soviet, the report contains a strong recommendation that France, should insist on the cessation of Bolshevist propaganda. Britain’s recent experience, says the report, shows that, so far, interference in the domestic affairs of other nations is part and parcel of the Bolshevist creed. The report r points out that a State organisation exists in Russia for the express purpose of spreading revolutionary doctrines throughout the world, and adds that France cannot allow such propaganda to be continued in either France or French colonies by a Government which she has recognised.
