GERMAN DECLARATION. “BLUSTERING FANATICS” LEGACY LONDON, Nov. 23. The German Chancellor, Dr. Alarx, in a speech at Cologne, asserted that Germany’s determination was to follow the/path of peace. He described as “most regrettable’;’ a. recent statement in the Times that though in the main material disarmament of Germany wassatisfactory, the German people' were waiting for the next war. Dr Marx said that there were not enough senseless people of that kind in Germany to he called a party, but this showed the reputation ‘that ’ Germany had been given as the result of the blustering of fanatics.
