LUDEND ORFF BLAMED. SECRET HISTORY REVEALED. BY CABLE—PEESS ASSOCIATION-COPYRIGHT LONDON, Dec. 1. Criticising the part played by General Ludendorff in the war, Professor Delbruek, the well-known German publicist, in a speech at Berlin, declared that Ludendorff, more than anybody else. wa« responsible for Germany’s defeat. “The campaign was lost,’’ said! Professor Delbruek, “by the incompetence of Ludendorff.” Professor Delbruek revealed that at the end of the war a special committee of the Reichstag investigated Ludendorff’s -war record. “The evidence is in type,” declared the speaker, “but T have been unable to discover wfiy it is being held back.” The professor added that Ludendorff doubtless possessed considerable tactical abilitv. but in the decisive camoaiar.n of 1918 he completely failed as a military leader.
