ALIEN STRAINS

AMERICAN SAFEGUARDS. PROPOSED restrictions: FURTHER LIMITATIONS. BY C ABLE—PRESS ASSOCIATION—COPY RIGHT (Received Dec. 16, 11.25 a.m.) LONDON,' Dec. 15. The Observer says that the United States, realising the danger of a dilution of the original British stock by a large volume of„ unassiiiiilable alien strains, is at the perpetuation of British racial control of the Cabinet, and is preparing, a scheme to come into operation in 1927 limiting the immigrants annually to 150,000, based on the numbers of European races constituting the American population according to the census of 1920. The result will enable Britain to supply 91,000, including 8000 Free' Staters; also allowing for a further steady inflow of Britishers from Canada, from where there were 200,000 immigrants in 1923.

The Observer points out that the United States offers young Britons better prospects than Britain or the Dominions. The Empire is unable to afford to lose such a large contingent of youths, of whom many were educated and trained.. .If the British Commonwealth’s political and economic life is effectively organised it ought to be able to offer opportunities equal to the United States.
