LONDON, Dec. 13. In the House of Commons Mr. W. Scurr (Labour) moved th e withdrawal of the Alien Restriction Act, 1919, on the ground that the war was over and it would lie absurd to allow the Home Secretary to keep up aliens. The Home Secretary (Sir W. Joyn-son-Hieks) replied that is was not proposed to deal harshly with aliens or t urn them out unless convicted of a crime. Ninety per cent, were here before the Avar. However, it was not proposed to allow aliens to come here 'and seek work when a. bullion Britons were unemployed. It was riot intended to administer the Act strongly.
