. . . . LONDON, Nov. 24. ! ' Dr. Marx, the German Chancellor, in a; speech at Cologne, asserted Germany’s determination to follow the path of peace. He described as “most regrettable” the repent statement, in the. Times that; though in t-lie main the material disarmament. of Germany ..was satisfactory, there existed; a war party which was preparing the German people for the next war.
Dr. Marx said! there were not enough senseless people of that kind in Germany to- be called a. party, but this showed the- reputation Germany was given as the result of the blusteri ing of fanatics.
