Til a leading article The Times states that the Notes sent to Riesia oy Mr Austen Chamberlain, Secretary of Foreign - Affairs, were short and (near, and pitched in exactly the right tone. ‘ " "There can b.e no doubt whatever,” the newspaper states, "that the action now taken by Mr Baldwin’s Government is much better calculated to lead to the establishment of normal relations with Russia. The British Government has now given a plain and unmistakable warning that dealings with Soviet Russia cannot be carried on at the. cost of any surrender of British principles or betrayal of any British institutions.” J n the British Notes, Mr Chamberlam informed M. Rokovsky, Soviet -marge d’Affaires in London, that Britain would not ratify the proposed treaties with Russia. Strong reference " as made to the Zinovieff letter urging the subversion of Britain’s armed forces, rhe Government, Mr Chamberlain stated. believed the letter to be genuine., and to be typical Bolshevik •evolutionary propaganda.
