Mr Amery, speaking at a luncheon of the Overseas League, replying to a suggestion that a new constitution for the Empire is necessary, declared that nothing was seriously amiss with the present constitution of the Empire. Wherever statesmen of the Empire were able to meet no difficulty! was experienced in conducting Empire affairs and agreeing on a common policy. The difficulty arose during the intervals. He emphasised that rapidity of communication was no substitute for mouth to mouth discussion, adding that if Britain expected’ oversea Ministers to make efforts* to come to London for consultation, British Ministers must be equally prepared to go .’overseas and consult the various Goyernments, particularly the Colonial Secretary, a natural part of whose duties should be such visits. He. concluded by urging the fullest consultation and mutual understanding in all parts of the Empire.
