The Daily Chronicle, in a leading article entitled “The Bonds of Empire,”, says: “The voice of the selfgoverning Dominions has been heard more than once this year regarding the part thev should play in the foreign policy of the Empire. Complete cooperation in foreign policy -is necessary, but the mode of achieving it is not clear. The Premier (Mr Stanley Baldwin), who remembers the Canadian protests at Lausanne, is anxious to improve the machinery, and has suggested conferences with the High Commissioners and visiting Dominion - Ministers. “With all these proposals Mr. S. M. Brueo (Premier of Australia) informs Sir Joseph Cook (the‘Australian High Commissioner - in London) he is in l agreement. In any case the High Commissioners’ function seems destined to become far wider. They will bp ambassadors as well as consuls - . Indeed, they must be Somethin^ - more if + hpv are to share responsibility with Britain. “T.t may be found desirable to n°'s'Wa+e the High Commissioners with j Lo Foreign Office instead of with th© Office, but we must not t u « pace or impose rules of action which wdl strain rather than tighten the bonds of Emnire.”
