WILL IT BE A MIRACLE
PAVING THE WAY. FOR POLITICAL PURIFICATION. BY CABLE—PRESS ASSOCIATION—COPYRIGHT (Received Nov. 26, 1.40 p.m.) ’ PEKING, Nov. 25. A mandate has been issued proclaiming the new system of the Provisional Government of the Republic of China to be as follows: Firstly, the Provisional Government have a chief executive, who have supreme control of civil and military affairs, also of the navy and army; secondly, the chief executive will act as a representative of the Republic in international affairs; thirdly, the Provisional Government will have State Ministers to assist the chief • executive in managing State affairs. All mandates and documents of the Provisional Government must be countersigned by the State Ministers; fourthly, the chief : executive have the right to direct State Ministers to control the following Ministries: Foreign, interior, finance, war, navy, justice, education, commerce and agriculture.; fifthly, the chief executive have. Hie righto to. com, maud Ministers to hold, Cabinet meetings; sixthly,; this system to be . carried into effect at the date of proclamation, but to lie declared null and void when a permanent Government is established.
The second mandate says that, now that a Government is established the chief executive, is obliged to accent the heavy responsibility of undertaking all political affairs awaiting settlemeht by the Government. Officials, civil and military, in and out of Pekin must •therefore carry out their functions with °he accord in order to surmount the difficulties. The third mandate says the aim of the organisation efforts of the Provisional Government is to reform politics to bring a iiew era in the welfare of the people. Their task is-so great that it needs most careful handling, and therefore all, existing, laws except those; which are incompatible with the Provisional Government or have been declared; nidi and void by the mandates will continue in force, i The fourth and last mandate issued by Tuan Chi Ju’i, announcing the assumption of his post as provisional chief of the executive, declares he will do his heist to cope with the difficulties :of the present situation hincerely and to meet the wishes of the people. He hopes officials and people will ’unite to pave the Avav for political purification.
