IRISH BOUNDARY.
FRESH DIFFICULTIES. BY CABLE—PRESS ASSOCIATION—COPYRIGHT LONDON, Nov. 17. The Daily Mail says the preliminary meetings of the Irish Boundary Commission were without result, and proceedings were adjourned, pending communications from the two Irish Governments. Two new difficulties, have arisen. The first is that a mere compromise is legally insufficient. Any decision must be carried; by a'majority, otherwise it would be invalid. The second difficulty is that the commission -has discovered that it is powerless to compel the attendance of witnesses. Legislative action is necessary to remove these difficulties, and this Avill involve serious delay. -
