In the flour milling case (referred to on page 8), William George McDonald said he was a Wheat Controller under the Government from January 1, .1918, till October 3, 1922, and had been chairman of the Board of Trade from March, 1916, and was still chairmanWhile being Wheat Controller in October, 1922. he became managing director of Distributors. Ltd., holding office till October last. In his opinion the Government wheat control saved the industry from destruction. The control was established- to deal with actual shortages and anticipated shortages of flour, bran, and pollard, which were not to reach almost famine level. At some stages it was necessary to establish control of the system. In 1922 the millers indulged in liberal purchases, thinking they could increase their business, forgetful of that they could not get a permanent increase of flour consumption by this method
