Zealand, has put forward a, proposal, isays the Times, that Australia, . New Zealand, and Canada, in proportion to their respective populations, should unite to form and maintain a Pacific squadron of the Royal Navy with headquarters at Vancouver. He considers this scheme preferable to the creation of purely local navies on the one hand or the payment of cash contributions, such as £1 per head of population for naval defence. The officers should be British-trained, but for the most part born in the Dominions, and (should be interchanged with those of other Imperial squadrons. The Pacific force should periodically join the British fleet in manoeuvres, and each country should provide its proper contingent of sailors to man the squadron.
