ZINOVIEFF’S DENIAL. INQUIRY WELCOMED. PREMIER CRITICISED. BY CABLE—PRESS ASSOCIATION—COPYRIGHT. Received Oct 29, 1.46 p.m. MOSCOW, Oct. 28. Zinovieff, in a statement to the press, declares that the alleged letter is a forgery. He was undergoing a cure at Kislovodsk on September 15, and was unable to sign any official letters. His alleged instructions to the military section of the British Communist Party were nonsense. Such a section does not exist. The. party has far more important things to consider than creating a British “Red” army, especially the task of bringing the views of the Communist International before the masses of British workers. Zinovieff undertakes to * abide by the decision of the British Trade Union Commission in regard to the authenticvty of the letter. He declares it was fabricated in Poland.—Reuter. Received Oct. 29, 2.30 p.m LONDON, Oct.'2B. Mr Baldwin gave a pledge that he will iiot introduce protection until he receives the country’s verdict in its favour.
The Times says Mr MacDonald broke the silence in an amazing speech. He directly charged the Foreign Office with taking action without his authority and precipitably. The Foreign Office cannot despatch or miblish a note without the chief’s authority. Therefore .-Mr MacDonald was responsible. One thing was perfectly clear, namely, that Mr MacDonald committed an ' action unpardonable according to the accepted standards of British public life, and tried to shield himself in a difficult situation by. an insinuation that' the permanent officials had acted without ins authority, and as Foreign Secretary disavowed by insinuation the innuendo that an important despatch had been sent to a foreign Power in His name. Never in modern times has a Minister of the Ciown descended so low as to expose a civil service, not empowered publicly to defend itself for attacks for which the Minister alone was constitutionally responsible.—Sun Cable.
