A NEW CAPITAL. BY CABLE—PRESS ASSOCIATION—COPYRIGHT SYDNEY, Oct. 28. It is expected that before the sittings of the Federal Parliament terminate next year's members will meet for a week, perhaps more, in the provisional Parliament House at Canberra, the instruction of which is now well advanced. The capital will probably be ready for permanent occupation in time for the assembling of the new Parliament in 1926.
INDIA RESTLESS
DELHI, Oct. 26. The Viceroy of India, exercising his emergency power,* has promulgated an ordinance with a view to suppressing a, revolutionary conspiracy in Bengal. He declares that he is convinced that the conspiracy is deep-seated and dangerous, and it is necessary to to be immediate and strong measures to suppress it.. The ordinance constitutes a tribunal to try the revolutionary cases, provides nowers for dealing with suspects, and securing evidence in view of intimidation and violence to witnesses. The police at Calcutta arrested 27 persons, including three leading supporters of Das. on suspicion of being connected with an anarchical movement. The Commissioner of Police for Bengal says the jurests are the result of evidence of a v definite organised revolutionary conspiracy. Searches and arrests are proceeding throughout Bengal, details of which have not yet been received.
